One critical advocacy angle is embodied carbon. In February 2025, the Department of Public Utilities removed the proposed embodied carbon incentives from the current plan. Since then, the MA-100 Home Embodied Carbon Study demonstrated the feasibility of HERS raters to conduct embodied carbon assessments and recommended the inclusion of embodied carbon incentives in Mass Save.
