Mass Save 2028-2030 Three Year Plan Workshop #2: Commercial & Industrial Sector and Income-Eligible Sector

The Energy Efficiency Advisory Council (EEAC or Council) guides the development and monitors the implementation of Massachusetts’ nation-leading energy efficiency plans by the state’s investor-owned electric and gas utilities and municipal aggregators with certified efficiency plans (Program Administrators or PAs). Pursuant to the Green Communities Act, as set forth in G.L. c. 25, §22(b), the EEAC is charged with coordinating with the Program Administrators to prepare energy efficiency investment plans (collectively, the Three-Year Plan). The PAs develop the Three-Year Plan, which includes savings and spending targets, implementation strategies, and various initiatives that serve residents and businesses. Once the EEAC has reviewed and commented on a draft of the plan, the PAs submit a final plan to the Department of Public Utilities for its approval after a full evidentiary proceeding.
